A participatory approach gives a control role to local people who are ultimate beneficiaries is more likely to generate a sense of purpose and responsibility then centralized models of development. There are three main objectives of decentralized policy:

 

a) To make local political bodies and other agencies providing services at local level and local persons.

b) To enable local people to develop appropriate institutions suitable to their developmental needs.

c) To keep the accounts open and transparent to local level.
