• Before the system to develop and disseminate new information was available, people depend on individual to invent a new things to understand how information development and supply system are organized, we need to study four elements

1. The function that must be performed in the total operation
2. The basic science knowledge is not developed until the portion of it turned into use
3. The specialized social subsystem that must be developed and properly link to sustain the flow of information to users
4. The basic concept that prescribe how the system should run for whom
