Criteria for Evaluating Development Assistance:
- Relevance: The extent to which objectives are relevant and consistent with the requirements of beneficiaries/stakeholders.
- Effectiveness: The extent to which an intervention attains its objectives.
- Efficiency: Efficiency measures the outputs—qualitative and quantitative – about the inputs. It tells if the most efficient process has been adopted.
- Impact: Positive and negative changes produced by the intervention, directly or indirectly, and intended or unintended.
5. Sustainability: If the benefits of the activity are likely to continue after donor funding is withdrawn – resilience to risk as well as environmental and financial sustainability
