- Basic consumption, services, participation for productive employment.

- Mobilization of labor in support of government to build infrastructure.
- Utilization of local, human and natural resources.
- Training and assignment of community workers as change agent.

- Strengthening the individual capacity to mobilize and help themselves
- Identification of felt needs and mobilization of local resources

- Trusting one owns power, learning by doing, and use ones own efforts.
