Stage 1: Organization development:
- Enter Rural municipality
- Collect data and prepare village profile.
- Make contact at village settlement and raise awareness
Stage 2: Planning and identification of opportunity:
- Identify the HH level opportunity
- Prepare settlement level investment plan
- Explore social needs of community level
- Identify and quantify the means required to materialize the opportunities
Stage 3 : Implementation of opportunities:
- Inoculate the habits of participating
- Inoculate the habit of partnership with another agency
- Teach how to mobilize the resources
- Training related to implementation
- Support in monitoring, public audit
Stage 4: Shaping the future:
- Carry out participatory evaluation
- Explore the activities that should be carried out to ensure the availability of service
